For decades, IBEW electrical workers racked switchgear, rewound motors, spliced cable, and pulled conduit amid asbestos arc chute plates, asbestos-fabric winding insulation, asbestos-fiber cable jackets, and the asbestos pipe covering running through every electrical room at virtually every power plant, refinery, steel mill, and hospital in the United States. Why IBEW Electrical Workers Were Exposed to Asbestos
Electrical work was not obviously an asbestos trade — but asbestos was built into the switchgear, motors, transformers, and cable the trade handled every day, and into the electrical rooms and power-plant galleries where the trade worked amid the pipefitters' and insulators' materials.
Inside the switchgear: arc chute and De-Ion plates
From the pre-war era through the late 1970s, medium-voltage air-magnetic circuit breakers relied on asbestos-molded arc-quenching plates ("De-Ion plates") stacked inside a chute to cool and de-ionize the arc as the breaker interrupted a fault. The plates cracked, spalled, and shed asbestos fiber with every operation — and inside wiremen and substation electricians racked breakers in and out, inspected chutes, and changed out plates by hand, at bench height, inside the cabinet. Westinghouse De-Ion, GE Magne-Blast, Federal Pacific, Square D, I-T-E, and Cutler-Hammer switchgear all used these materials across the era.
At the bench: motor and transformer winding insulation
Motor-rewind mechanics stripped, taped, and re-varnished motors, generators, and traction motors using asbestos-fabric slot liners, asbestos-fabric coil tape, and asbestos-fabric lead-wire insulation. The winding-room work — cutting, wrapping, and burning out old windings — released fiber directly into the breathing zone across an entire career.
In the manhole: medium-voltage cable jackets
Underground cable splicers cut back, split, and re-jacketed medium-voltage cables whose outer jackets and insulation contained asbestos fiber — inside confined, poorly-ventilated manholes and utility vaults where the dust had nowhere to go. Okonite, General Cable, Anaconda, and Pirelli cable are documented in the litigation record.
Adjacent to the pipefitters and insulators
Inside wiremen ran conduit, pulled cable, and terminated equipment in electrical rooms, motor control centers, rectifier buildings, and turbine-deck galleries whose walls were asbestos-cement paneled and whose adjacent steam mains were wrapped in asbestos pipe covering — being cut, repaired, and torn out by other trades in the same space. The electrical worker breathed that fiber alongside his own.
Respiratory protection came too late
OSHA's first asbestos exposure regulations were promulgated in 1971 — after decades of unrestricted exposure. Even after 1971, enforcement was uneven; respirators were available but their use was not consistently required or even encouraged on industrial worksites. Most electrical workers who entered the trade between 1940 and 1975 — now in their 70s, 80s, and 90s — completed their careers with very little respiratory protection at all.
The occupational-health record
Dr. Irving Selikoff's Mount Sinai research documented elevated mesothelioma incidence among electrical and other construction/utility trades. The disease pipeline, driven by mesothelioma's 20-to-50-year latency between exposure and diagnosis, continues today — the cohort that entered the trade in the 1940s through early 1970s is being diagnosed now, and will be for the next two decades.
A Brief History of the IBEW Electrical Workers Trade
The trade emerged with the electrification of America. Its history mirrors the country's century-long buildout of central-station power, industrial motor loads, and utility transmission — and the asbestos that manufacturers built into the electrical equipment along the way.
1891 — The founding
The International Brotherhood of Electrical Workers was founded on November 28, 1891, in St. Louis, Missouri, at the organizing convention called by Henry Miller and a small group of wiremen working the electrical trades. That convention chartered Local 1 St. Louis as the union's first and historic founding Local — a distinction Local 1 has held continuously since 1891. The IBEW maintains its international headquarters in Washington, D.C.
1900s–1940s — Growth with electrification
The trade grew alongside the electric streetcar, the central-station generating plant, the industrial motor load, and the utility transmission grid. Each generation of buildout required inside wiremen to install switchgear and wire equipment, outside linemen to build the lines, and motor-rewind mechanics to keep the motors turning. Manufacturers specified asbestos in the arc chutes, winding insulation, and cable of that equipment for one reason: it resisted heat, arc, and voltage stress. The trade did not choose these materials; the equipment engineers did.
1940s–1970s — Peak membership and peak exposure
The buildout of American industry following World War II coincided with the peak membership era of the trade. Power plants, refineries, the suburban hospital construction boom, the urban commercial expansions, and the utility grid — all of it required electrical workers, and all of it specified asbestos-containing electrical equipment. The trade's daily handling of that equipment was at its highest concentration during exactly the era now showing the highest mesothelioma incidence rates among retirees.
1970s — Federal recognition
OSHA's 1971 asbestos exposure regulations followed the Mount Sinai cohort studies documenting elevated mesothelioma rates across the construction and utility trades. By the late 1970s, ceramic and inorganic-fiber substitutes began displacing asbestos in switchgear arc chutes; polyester-glass and Nomex displaced asbestos-fabric winding insulation.
1980s–today — Post-asbestos era
By the 1980s, asbestos was substantially phased out of switchgear, winding insulation, and cable formulations. Members who entered the trade after roughly 1985 worked under a substantially safer materials regime. But the disease pipeline from the 1940s-1970s exposure cohort continues. Electrical workers who started their apprenticeships in the 1950s, 1960s, and 1970s are the population now being diagnosed with mesothelioma and other asbestos-related cancers at extreme rates relative to the general population — and the next two decades will continue to draw heavily from that cohort.
